Who We Are

Dwight L. Sperry, M.A., LPE, LPC

Dwight Sperry has over 35 years’ experience in the provision of mental health services, including the private and public sectors. He received his Bachelor’s Degree in Psychology from Vanderbilt University in 1973 and his Master’s Degree in Community Psychology in 1976. He is licensed as an Independent Psychological Examiner (AR), a Psychological Associate (TX), and a Licensed Professional Counselor (TX). He has served on multiple community boards, and he served three terms on the Texarkana, Arkansas School Board. He currently serves as a Governor’s appointee to the Arkansas Psychology Board. He previously served two terms as a Governor’s appointee to the Arkansas Child Abuse and Neglect Prevention Board.

Mr. Sperry has 12 years of experience surveying for the State of Arkansas Division of Behavioral Health Services, followed by eight years of experience as a CARF surveyor.

Judy K. A. Dubeau

Judy is a Canadian Licensed Child (Youth) Care Residential Manager, with an extensive array of both experience and education in the Human Services field for the past 21 years. Judy is fluent in English and American Sign Language; she also has experience with French and Cree Languages. Judy received a Masters Degree in Counseling with Special Education as a minor, Bachelors Degree of Professional Arts in Humans Services with Psychology as her major and Social Work/Sociology as minors. Judy obtained 6 years of Community College in Human Services that include: Drug and Alcohol Counselor, Developmental Service Worker and Social Service Worker. In Judy's spare time she gives back to her community as Auxiliary Police officer and is a Royal Canadian Legion member in Good Standing.

Judy enjoys having the ability to establish community education and assisting with building positive rapport between persons served and the Police. Judy does not wear her education on her sleeve and does not consider herself a professional. "Professionals are individuals that have overcome the stigma labeling their illness; they have moved forward in recovery and educate their peers."

Tom Sefcik, ACSW, MBA

Mr. Tom Sefcik received his Masters of Social Work degree from the Tulane University in New Orleans LA with an emphasis in clinical services specializing in child/youth/family services. He received his Masters of Business Administration from Indiana University in Bloomington, IN with an emphasis in marketing and information technology. Mr. Sefcik has provided services as a clinician in emergency response, inpatient services, outpatient treatment for child, youth, adult, family and group therapy, and community and business development. He has served in the roles of director of a variety of individual clinical programs as well as clinical director of behavioral healthcare organizations. Most recently, he has served in the role of executive director of several behavioral healthcare organizations that provided services to over 3,500.

In the position of a CARF surveyor, Mr. Sefcik has provided services in both the administrative and program surveyor roles for behavioral health, opioid treatment programs, juvenile justice, and children and youth services in both the United States and Canada.
