Tom Sefcik, ACSW, MBA

Tom received his Masters of Social Work degree from the Tulane University in New Orleans LA with an emphasis in clinical services specializing in child/youth/family services. He received his Masters of Business Administration from Indiana University in Bloomington, IN with an emphasis in marketing and information technology. Tom has provided services as a clinician in emergency response, inpatient services, outpatient treatment for child, youth, adult, family and group therapy, and community and business development. He has served in the roles of director of a variety of individual clinical programs as well as clinical director of behavioral healthcare organizations. Most recently, he has served in the role of executive director of several behavioral healthcare organizations that provided services to over 3,500. Most recently he has served as Chief Operating Officer for a nationally recognized benefits management organization providing services to persons with autism spectrum disorders.

In the position of a CARF surveyor, Tom has provided services in both the administrative and program surveyor roles for behavioral health, opioid treatment programs, juvenile justice, and children and youth services in both the United States and Canada.

Judy K. A. Dubeau

Judy is a Canadian Consultant, currently residing in British Columbia Canada originating from Ontario Canada. Combining consulting and CARF surveyors Judy has experience in 32 of the United States. Judy has climbed the ladder as a professional balancing her clinical experience and education in the Human Services field for the past 25 years. Judy embraces Person Centered Planning, she is fluent in English and American Sign Language.

Dwight L. Sperry, M.A., LPE, LPC

Dwight Sperry has over 35 years' experience in the provision of mental health services, including the private and public sectors. He received his Bachelor's Degree in Psychology from Vanderbilt University in 1973 and his Master's Degree from Texas Christian University in Community Psychology in 1976. He is licensed as an Independent Psychological Examiner (AR), and a Psychological Associate (TX). He has served on multiple community boards, and he served three terms on the Texarkana, Arkansas School Board. He has served as a Governor's appointee to the Arkansas Psychology Board. He previously served two terms as a Governor's appointee to the Arkansas Child Abuse and Neglect Prevention Board.

Mr. Sperry has 15 years of experience surveying for the State of Arkansas Division of Behavioral Health Services, followed by ten years of experience as a CARF surveyor.
